Several important projects and agreements were approved this week that will benefit First District communities — from expanding behavioral health services to improving local roads damaged by storms.

  • Behavioral Health Expansion in Victorville: 
The Board approved a major capital improvement project to expand the Department of Behavioral Health’s Comprehensive Treatment Campus in Victorville, located at 13333 Palmdale Road. This $15.8 million project will add 52 new treatment beds, helping to address the growing need for behavioral health and recovery services in our region. The site, formerly known as the Saint John of God Campus, will provide expanded support for individuals in need of care and stabilization. The Board also approved an amendment to the construction management contract with Snyder Langston, LLC to ensure the project complies with state grant requirements and continues without delays. This action protects the County’s eligibility for reimbursement and keeps the vital project on track.
  • Custodial Services in the High Desert: 
An amendment was approved to transition custodial services at several High Desert facilities after Santa Fe Janitorial Maintenance Services notified the County it could no longer provide cleaning at ten locations. The County has secured a new provider to ensure uninterrupted service at key sites, including the High Desert Juvenile Detention Center, Hesperia Behavioral Health, and the Victorville Courthouse.
  • Road Repairs Following Tropical Storm Hilary: The County accepted more than $1 million in federal Emergency Relief funds to reimburse storm damage repairs from Tropical Storm Hilary in 2023. This includes $321,900 for repairs on Trona Road and $750,242 for work on Phelan Road, with additional reimbursement expected as more funds become available.
  • Victor Valley Redevelopment Tax Agreement: The Board approved a subordination agreement related to property tax revenues within the Victor Valley Redevelopment Project Area, which includes Adelanto, Apple Valley, Hesperia, and Victorville. This action supports the refinancing of bonds for the Southern California Logistics Airport — a key part of regional economic development — by prioritizing bond payments before County tax pass-through payments.
